# The ecosystem of territorial actors

Half of the open communities are municipalities, a quarter are supra-municipal structures (EPCIs, metropolises, departments and regions), and a final quarter are parapublic actors. It is therefore legitimate to prioritize the effort to open up data to municipal authorities (1st rank) and then to intermunicipal authorities (2nd rank).
